Deadstock “Streaker” Buttons

This is a strange one. This display would have sat on the counter at a store or gas station in the 70s. The buttons for sale say “Keep On Streakin” in reference to the act of running nude through a public place, which was apparently all the rage at the time.
I wonder why these never sold.
